circular refrence error

im trying to using if and vlookup function together, which seems to work fine in another worksheet, but when i do it in a data file provided by the textbook that i have, it gives me an error saying that there is a circular reference, and doesn't give me the info i need

can someone help me how to fix this?

How to find the circular reference:

Ribbon Menu > Formulas tab > Error Checking > Circular Formulas
