Multi Level Dependent Drop-down list, Explanation required

i am posting a link for another thread on this forum, where they have discussed the multi level-dependent drop down lists.

they have used two methods to create drop down lists, one is macro based and other one is formula based. can anybody please explain to me how to
create formula based multi level drop down lists.
