My formula is pulling all multiple records except the first one found

I am new to this forum and am hoping that someone can help me out with this! I am trying to pull multiple records from one database using the following formula:

    Formula: copy to clipboard

However, it is skipping the first matching record and adding a non matching record to the end of my list. Anyone know how to fix this? Thanks for reading! (Sorry I cannot attach my worksheet. It contains sensitive information)
