Binning Time Stamped Data into Intervals

Hi all, I have this data set.

It is measured water usage data. It is the start and end point water was used and the amount used.

The dataset goes on for another 50,000 records.

I am trying to set up a diurnal profile at half hourly increments. This means I need to bin the usage (sum of volume) into the relevant interval. Is there a formula/marco I can run that will separate the record into the proper interval if it crosses over more than one? i.e the item 'Bathtub' runs between 6:30 AM-7:00 AM and 7:00 AM-7:30 AM.

Be who you are and say what you feel, because those who mind don't matter and those who matter don't mind.
