IF Formula based on percentages

Hi All

please can you help?

I need a formula to say the following:

in Cell A1 I have the value 217.08 and in B1 I have, 233.8 ... then in C1 I have the formular,

... which give the result, 7.7%

What I need, is an IF formular to say,

... but this does not seem to work? I think maybe because excel is rounding up the percentage? ie. the actual number would be... 7.69930136855202

Is there a way around this so my if formula just looks at percentages of one decimal place?
