Copy and Drag ,but keep number the same for 25 rows ANY HELP THANK YOU

Hello Everyone,

I need a formula that can make this project go faster. Here is visual of what I'm looking for. I'm basically looking for a formula. That I can drag down and keep number consistent for 25 rows and then change number after 25 rows and increase to the next number. Any advise or help will be of much need help. I appreciate it.
