Match and sort times between two columns

I have a spreadsheet (see below for actual data) with ~95,000 entries and I am trying to match and sort the data by time (column's B and E). There are missing times in column B, so I want to match up the times in column E to column B and delete the entries that don't match. I have tried several attempts with using the "vlookup" function, but I guess I don't understand how it works.

Does this work for you? I assume the date remains the same across your 95000 lines
