Calculate MAX in an array, display value of adjacent cell, concat if like MAX exists

I hope the title is concise enough to avoid assuming this thread is simply about displaying values of adjacent cells.

Here is what I'm working with:
    • Column A, Rows 5 through 57 contain time values
    • Column D, Rows 5 through 57 contain numeric values
    • A conditional format was applied to Column D to format the top value. It turns out, however, that there are multiple cells in that column containing the same value (it happens to be the number "2") and the conditional format is applying to each of them

Here is the bane of my workday so far...

In cell J3, I need to identify the maximum value found in Column D, display the adjacent time value from Column A AND concatenate those values (delineated using a comma) if multiple values exist that meet the MAX calculation.

Because each of the following times registers a value of "2", an example of the result for J3 is: "6:30 AM, 8:30 AM, 9:15 AM, 12:45 PM".

I apologize if that's confusing. Let me know and I'll try to rephrase it.
