Using higest value in one column to determine next column value

My problem is I need a formula that will determine the previous columns highest value, then in the next column add 1 to any lower value, or become 1 if the highest value. For example,

    A B C
    1 2 3
    3 4 5
    4 5 1
    2 3 4
    5 1 2

Except that I have nearly 100 rows and 20 columns of data.

    Thanks for any help!
