Formula to allcoate values based on multiple critera

I'm trying to find a formula that allocates one of the names in C1:E1 into A21:A20000 based on the values in range c2:e19 . So for example c2 = 12 so I want to find the first instance of b2 in b21:b20000 and allocate 12 instances of C1. Then for d2 =13 so I want to find the next 13 instances of b2 in B21:b20000 and allocate 13 instances of d1.

Then I want to complete where a value exists in range c2:e19 until a corresponding name has been entered into a21:a20000.
The data in range B1:e19 can be adjusted if required to suit a formula.
    Thanks heaps
