How to set values between events

Hello -

I am trying to figure out how to populate some data automatically. I have a data logger collecting information and I would like to dump that data into the attached spreadsheet and have everything populated automatically for viewing in a chart. I have inserted a column titled 'Ideal Response 1' that shows how I would like my results to look once the data has been transferred into this spreadsheet. Column 'Response 1' is the closest that I have come to getting the desired results.

Does anyone have any idea on how to keep the values between events constant until the next event occurs?
