How to get top 4 results from list to move to next item if it comes across a duplicate

Hello,

I have been trying for hours to create a function/formula to help me, please help!

I have a list of items with associated #'s of units with them, I am arranging into a top 4 list. I am trying to get the associated number of units in the top 4 list matched up with their item using a vlookup/offset/index/matches function and I can't seem to come up with one that will pull the associated item and place it in the cell next to the top 4. Each time the function that I put in their tries to lookup it stops at the first one it comes to. Example:

Rice 2
Beans 2


On top four list:

2 Rice
2 Rice

It won't go down to beans.....

I attached a sheet for a better example, I can't sort the list above in any difference order.

OMG, it was the spreadsheet that blew it out of the park, I have no idea how you came up with that. I was able to copy paste and tweek the -3 to a -1 and it was perfect. Thank you so much, I will be sure to come on here more often and try to help out where I can as well. I really appreciate that response. Thank you again!
