extracting multiple values from a list with multiple values

I hope I dont make this too confusing.

I am working on a spread sheet that has 3 columns.

    Col A = Part number
    Col B = Location
    Col C = Qty

I use software to pull the information needed on the spread sheet I have attached. Working form that as you see I have numtple part numbers in Col A with different locations in Col b with different qtys in Col C. These values will change all the time as we have inventory that is constantly being moved between locations and leaving our building, so this list will not be the same twice.

The "UNITS NEEDED" for this particular project is 450 as shown at the top of the spread sheet. What I am trying to do is go thru the entire list and only pull out part numbers with the locations I need for the 450 pieces. A3 = 480, use that location only and get rid of the rest of the locations in the list.

I did a simple formula to show =IF(A3>=450,"TRUE") to return the true value. But if A3 =360 and A4 = 100 then only show those two results and omit the reamining locations, or if there is 3 locations needed only return those and so on. If this needs a macro I can make one but I honestly dont know where to start and how to get the results I want without literally having tons of columns with different formulas. Any help would be greatly appreciated!

    Thanks,

Maybe you can see it easier with an pivot table.

    See the example.

I had something like that before in other sheets that I had completed but I was told that any locations over the neccessary value need to be left off the list.
