Look up, vlookup or countif???

Hi all. I hope you can help me here. I have a spreadsheet that has “Target score” and “Actual score” in columns B and C, and the participants name in column A. People can have target scores from 1 to 8 and similar for real score (1 to 8). Real score is recorded after each session. The problem is I want to be able to find out:
1. How many people actually scored their targets, scored above their targets and scored below their targets (such that players who did not achieve their targets will have whatever target they achieved displayed)
2. I want this displayed on a different section of the sheet.
I have tried everything, but nothing!!
I have attached the sheet to help out.

I will really be thankful fr any help!

See attached file. In the upper table i've used the countifs-function, the lower table is filled with the corresponding value in upper table divided by the sum of counts in upper table.
