Formula to retrieve mutiple values less than value in specific cell, but in date order.

Hi guys, need your help here.

In the sample file I attached, there is a table in "sheet1". Usually, I manually check the whole range in row (2) to find the values less than limit in
B4, copy and paste them in the table including the date in of the header cell, the dates must be continous though. I check one by one everyday.

Now I want to make it automatic, can anyone help me build a formula please.
