Working with Excel 2010. I am requiring the ID number in cell a1 to turn red if "u1" is blank or the date is 28 days past the date in c1.

Conditional Formatting> New Rule> Use Formula> =OR(ISBLANK($U1), TODAY()> $C1+28)
Does that work for you?
Is U1 really blank or does it contain "" or 0

substitute commas with semi-colons if your region settings requires
