Display Date Range of previous month

I have a report that I do at the beginning of the month that refrences the 16th - 31st of the previous month. For example in October, I need it to display in a cell: 9/16/12 - 9/30/12. Any ideas?

And what at the end of month? It should show begginin like 1st-15th?
