count days when value change from "0 to +" and "0 to -" using formula

Dear All

I want to count a No of days when the value increase from "0 to + increasing" and decreasing from "0 to -s" for more explaine see the example sheet....

I have a few data which are changing from -se to "0" to +se... I am looking to count a No of days from when value cross "0 to +" and "0 to -se"..
