Vlookup if lookup value is between two values from two columns

I am trying to construct a lookup formula, to math a lookup value (number format), if it falls between two values (text format) in column A and B. The values entered in these two columns are in text format so entered as 0200 and 0250. I want the formula to return value from column D if the lookup value is equal to or greater then A and equal to or less then B. See attached a simplified table to make sense of what I am trying to achieve. Any help quickly will be appreciated. Thank you. GS
