VLOOKUP driving me crazy

I normally don't have any issue using VLOOKUP but this spreadsheet is driving me bonkers. I'm not exactly sure what the problem is and I've already tried the 3 quick fix its (formatting, spacing, ect) to no avail.

Basically, I have two tabs on one sheet and I want the corresponding "sequence" information to fill into the "location" column.
