Using Index and Match to lookup a value in a grid

I am trying to make a guitar capo chart for a friend. I need excel to see the value in B1 and B3 then find the value in the first table. B4 should end up saying "A" in this example. Is this possible?

    use..

    =INDEX($A$6:$M$18,MATCH($B$1,$A$6:$A$18,0),MATCH(B$3,$A$6:$M$6,0))
