    Conditional Format with Icons - rules won't "stick"

    I must be doing something wrong because I keep going into Conditional Formatting - Icon Set - More Rules and "Reverse icon order" so Red is first, I set the values I want (red when value is >= 91 Percent, Yellow when <91 and >= 70 and this then sets Green to when <70. I get the first cell to work but all the other cells show Red no matter what the % in the cell. I figure this is a very basic question but for the life of me I can't get it to work. I am attaching my test speadsheet with just three rows with % that would meet each of the colors. (not sure my attachment worked though)

    Also, how can you tell what conditional formatting is set. When I go back to conditional formatting it is reset to the default and doesn't tell me how my cell is currently set. Thank you so much! (This is my first post)

    Type should be formula.

    Also, in C2 you don't need the SUM funtion >> =A2/B2
