1. Select entire column A
2. Press Ctrl + G : Click on Special
3. Select "Blanks" and click ok
4. Enter Formula "=" and upper cell (press equal to sign and upper arrow key)
5. Press Ctrl + Enter
In sperate column i.e. B2 use
Copy down.

Copy and paste special values in Column A

=IF(A2="",IF(A1=A3,A1,""),A2) is not working because gap cells contains value is not consistence.
Ex:
A1 1
A2
A3
A4 1
A5
A6 2
A7
A8 2
Result
A1 1
