Percent on Leave During Specific Range of Dates

I am needing some help with a function. I would like to show a percentage in E2:E16 that represents the percentage on leave during the corresponding dates in B2:C16. For example: Row 5 dates are 4 Dec 12- 11 Dec 12, at that time there will be 3 other people on leave. I would like E5 to be represented by that percentage, which will be 3/92*100. I am trying to show at any given time and range the percent that will be on leave. I hope that I explained this well if not please let me know. I appreciate any and all help.

I apologize in Row 5 the start date is 4 Dec 12 and the End date is 10 Jan 13. In block E5 I would like the percentage to represent that the people in Row 2,4,5, and 6 are also on leave during some of the days. Reason being is because I want to only allow 10% on leave at any given time. So I need to be able to see the percentages for future dates as well as current.
