Changing the colour of a cell based on the colour of another cell

    Hi

I am having trouble finding any kind of solution to this.
I want to change the colour of a row of cells based on the colour of another row of cells.

I want to use three colour (Yellow, Green and red). When a yellow cell is manually changed to green it allows for specific red cells to change from red to yellow.
In short - it is a task sheet where yellow denotes tasks that need to be done, Green denotes tasks completed and red denotes tasks not able to be done until specific yellow cells have changed green.

I hope there is an easy way to do this but I have not had any luck yet with conditional formatting.

    Thanks
