I see this post is a few days old. In case you haven't already found the solution...You can use the 'Snap to Grid' feature as shown in the attachment.

The snap-to-grid feature is not obvious.
After you have created the text box and with the shape still selected, make the Drawing Tools tab active in the ribbon menu then click on Align > Snap to Grid.
Initially, manually position the shape in the cell then drag each shape border to the each cell border. The shape border should visually snap in place and the shape will resize with the cell.
