Color Code Actual Date versus Due Date ( Red, Yellow, Green )

Okay, New here first off, and I have spent about 2 hours trying to figure this out with no luck.

Here is what I am looking for:

    I have two Columns:

One Column is the DUE DATE: Say 2-1-13

The other Column is the ACTUAL DATE:

I want the actual date column to do the following:

    1. When No date is entered, I want it YELLOW
    2. When Date is entered before or on the DUE DATE, I want it Green
    3. When no date is entered on or after the DUE Date I want it RED
    4. When Date is entered After DUE DATE, I want it RED as well.

I would apprecitae any and all help.

    Thanks,
    Brian

In this example, I am Using Column Q for Due Date, and R for Actual.

    Data Starts on Row 7.
