I see that you use Excel 2007. If YES, your formula looks ok. If No and you use Excel<2007, then COUNTIFS does not works and you need SUMPRODUCT.
Upload a small sample workbook to test it.

the underlined range is P:Q ??? change should be P:P

if it is realy P:Q then you can use sumproduct
=SUMPRODUCT((P12:Q17="arb")*(B12:B17="amc"))
