Problem with Vlookup-- not finding proper answer

When I use Vloopup and get the function itself to read a result it is from the wrong cell. By that I mean if I tell it to look for 945190 it will find something that is not 945190 though the very basic layout of which column I want displayed is correct. By that I mean the order is being read properly but the find itself is not working properly. I've tried making up a dummy excel document to try to test the function itself but it does not seem to want to work to display the correct search.

I've checked my formula and I don't believe it to be the problem. =VLOOKUP("D2",R3:S326,1,false) produces no results regardless that there is a proper solution, =VLOOKUP("D2",R3:S326,1,TRUE) produces a false positive.
