count between two time & date ranges

I have a database to track when my night staff does rounds. I have four night staff, two of them are on every night, and they do one of two patrol routes, alternating routes on different nights. There are three stations on site that they punch. 2013 is a their starting station, 2049 is at the end of one route and 2069 is at the end of another. I have put all of their times at each station into one workbook, and want analyze the information in another. In the analysis spreadsheet I would like to breakdown their shifts into 15 minute increments, so that I can see if they are falling into any patterns, as I would like them to keep their times as random as possible. I want to count the amount of rounds they do every 15 minutes for every shift by first finding which route they took for which shift date, then counting the amount of times they hit that station. I have attached the two workbooks, The analysis I would like to do is for employee S, on sheet S of February analysis.xlsx
