How to Count number of overlapping rows within a time interval

So here's a sample of the worksheet I have. Basically they're "jobs" that have a start and end service time stamps. I've created 1 second intervals and would like to count for each interval how many job service time intervals overlap with that time interval.

    Thanks for any help.

Please have a look at the attached. I've used a COUNTIFS formula.

I needed to modify the formula in D2 to include the date as the original had just a time and columns A and B are date times.

Thanks! But does this count a job starts in the middle of an interval but ends after the end of the interval?
