I want a formula that returns a number 1 if cell B2 contains a value (any value other than 0) but C2, D2, E2, F2 are blank.
Can anyone help with this?

Perhaps something like this?
=if(and(b2>0,c2="",d2="",e2="",f2=""),1,"")
