Confused with IF and OR function

Hi people,

I am getting confused with the IF, OR function. Would anyone help me on how to achieve below?

ITEM MTH STATUS
A JAN NO REFUND
A FEB REFUND
A MAR NO REFUND

B JAN NO REFUND
B FEB NO REFUND
B MAR NO REFUND

Return Item A as Refunded Item as long as there is a month with refund.
Item B as Non Refunded Item.
