Rounding to the nearest quarter hour, spreadsheet attached

I am working on a timesheet with 2 breaks, as long as you type AM or PM into the "in" and "out" cells you don't have to use military time. I need the hours to be reported in quarter hour increments though (14 min or less round down, 15 min or more round up) i.e. instead of 7.10, 7.00 would be reported, or instead of 7.30, 7.5 would be reported.
