Multiple condition lookup for Index function

I'm a bit stuck on this... I have transactions that go through with multiple parts. I run a series of formulas on them to determine the pertinent information... however other transactions need to be considered such as exchanges or voids that would change/nullify the data for a specific transaction.

I'm thinking possibly an INDEX function with multiple MATCHES based on columns might solve this... but I'm not sure. I've attached a sample with data and desired outcome. Let me know if you need any help with understanding the logic behind this how some values are included/excluded.

    Thanks in advance.

It appears that all you need is a SUMIF function such as:

I should have put more data... that would be a viable solution but there can be multiple transactions with similiar segments such as EF etc. So I need something that identifies the segment and matches the # and O # as well before it sums.
