Percentile with IF x3 funcion

I am trying everything but it seems to not listen me as i would like...

I presume that the issue is the time, however I am not 100% sure.... could you please have a look on the attached file and give me some help please?

I beleive that IF() cannot render a column they can only render a value or the contents of a cell
