Wrong time format pop up message

HI i am new to excel

I have to enter time in column E & F in hh:mm format.
if some one enters hh.mm or h.mm, i mean in wrong format.
if the format is wrong system should pop up saying wrong time format.

or else if i will enter
01 = 01:00
012=01:20
0123=1:23
1234=12:34

i mean 1st 2 digits [HH] 2nd two digits MM


any one who can help me.............

It is not that what i need. herei have to enter hh:mm:ss i dont need the "ss"
I dont want to enter hh:mm:ss only i want to enter hh:mm
and if some one enters hh.mm the it sould pop up a message "wrong format"
