Date & Time Stamp Output...Not Working

I'm an infrequent spreadsheet user and I'm having problems with the output of a common date & time stamp formula.

Iterations is turned on & set to maximum 100 iterations & maximum change of 0.001

Using the formula:

=IF(A1<>"",IF(B1="",NOW(),B1),"")

I keep getting "1/00/00 0:00" as a date time stamp...what's causing this?

Will this date time stamp be static (not change) when working in spreadsheet?

How do I set for military time?

I assume you're entering the formula in B1?

It works OK for me.

You might be better off using an event macro for the date/time stamp.
