you have a parenthesis in the wrong place....
=IF(H2<0.25,"C1",IF(AND(H2>0.25,H2<=0.75),"C2",IF(AND(H2>0.75,H2<2.25),"C3"),IF(H2<2.25,"C4")))

Or (without seeing what you are trying tio do, this...
