    Please help with what if formula

    I have a shopping center and I want to calculate the forecasted capital per tenant based on the lease year and then the forecasted based on a roll over assumption. The tenant has a specific amount they will be paying or a share of the total costs during their lease term. Once the tenant rolls to a forecasted assumption they will pay an amount per year based on a share of a new cost. I know my formula is not working and can not think of another way to calculate it. On the attached I have highlighted the areas and given an explanation of what should be happening but I cant make it happen. Please help, any assistance is much appreciated.
