Question Does Excel evaluate conditional logic in determining if a formula is circular?

I have a series of sheets using SumProduct. The calculations could appear to be circular, but the logic in the SumProduct prevents them from actually being circular.

Does Excel determine if a cell has a circular reference before it is fully evaluated? It does not seem so.

The logic is pretty complex and difficult to simplify into an example.
