conditional formatting time and leave other blank

i want to ask how to conditional formatting time format =time(24,0,0) and leave other cell blank

First you must select all the cells from B13:M78 and give them the "General" formatting. Then plug this cell in to the conditional formatting for cell B13 and apply the formating to the range B13:M78. when you type the format h:mm it should highlight your cell.
