Trying to add to a Rand formula to allocate tasks/units

Hi,

At the start of the month I assign percentage of units to each employee in excel.

I have 20 tasks each one with a different number of units. (the number of tasks and units changes each month)

I want to randomly assign each person to the tasks while meeting their allocation of units.

I have put in an Index/Randbetween formula to randomly assign each person but obviously this won't do everything I need. Does anyone know how I can add to this? Or if there's a different way to go?

I have attached an example of what I'm doing.
