Return value for data point in cell where data is in a range

I am trying to pull data from a file where the column I am searching against can be formatted with a range in the cell:

"Destination Zip","Zone",
"000-004","NA",
"005","5",
"010-046","5",
"047","6",
"048-077","5",

Is there a way to search for 011 and have it return the value 5?

I have attached a sample file where the first tab is the data I am trying to pull the values from, and the second tab is the one where I am wanting to insert the values.
