I Thought I Was GOOD, but this ones got me

Alright well im nothing special when it comes to using excel, I find alot of uses for it though in my company. Im trying to create a few mock pay scales to see what the difference Id be paying out to my employees would be. For one of the mock scales it it a tier based pay that would put an employees bonus in a different percentage bracket pending total sales. I can not figure out what formula to use for this, anyone willing to take a look? what i cant figure out is highlighted in blue on the attachment.

    thanks,
    luke
