sum index match more than the first return

I currently have an equipment spending schedule (percentage) broken down into each quarter and year. For each piece of equipment I want to break down the spending by quarter. See the attached spreadsheet.

I used the index and match functions, but it is only going to the first value, and I want it to sum all the values. I know I am missing something here, but I do not know what to do.

Q2 2013 should be 15%, Q3 2013 should be 50%, and so on. I've tried using sumif(), but couldn't get that to work either. Any help would be appreciated!

sumif works just fine. I got too complicated.
