Conditional Formating

I am not sure if this is the right area, but here goes.
I am deployed with the US Army and need to track customs documents through the process of being completed from the time that I receive them until the time we hand them off to shipped out.

We have 15 days from the time that we receive the document to return to the port.
Customs usually process the document in 5-7 days
We usually can deliver the finished customs document the same day, if not the next day.

What we were hoping to be able to do is in A2 is set up a conditional formatting that goes from yellow, red to green when completed, once a date is input in D2 "Delivered to Port".

As you can see, I figured out how to put a check mark when a date is input, but is there a way to have the X populate it until the date is input?

Many of these documents are time sensitive. When we fail to deliver them on time, we are fined or charged a penalty. I am trying to get a handle on the process and be able reduce or eliminate the extra costs.
