need Drop box to drive values in multiple dependent drop boxes in my template

I m trying to create a template that our users can fill and send us. We will need to import this file into our application. As part of the template, I need to limit the state and ID type chosen based on country selection (country, state and ID types are drop downs). I have about 208 countries in total that have states and some of them have ID types

I want to have the countries listed in each column in one sheet and have the values for state and ID type listed for each country in the same column. How do I use the Indirect function to accomplish this. I know how to do this if I have only the state or tax ID driven by country selection but not sure how to do this based on the template attached. If not indirect, any other efficient way to do this?

Macros not preferred.

I know how to do this. This link only talks about creating cascading drop downs. I am still not sure how I can get it to work based on my request.
