Distributing Funds ( Award to certain recipients

I am working on a project where we have to distribute sums of money based on multiple criteria.

The total is $500,000.00 that we have to give out, we are expecting requests to outnumber this amount.

We need to break down who is given (Approved) for this money based on three qualifications ranked in the following order.

1st Decision Qualification: A Quality Score of only 70 (They may score less but they are not approved if they score less)
2nd Decision Qualification:. A Y or N (Priority Ranking)
3rd Decision Qualification: A Quiz score ranked in order until the money runs out


Does anybody have any insight on this? I have no idea where to begin and am looking for some clues.
Should we sort or use a count if function?

I developed my company's incentive program.

Our associates are scored against 4 criteria. Each person's scores is ranked against everyone elses' scores by individual criteria, and then multiplied by a weight.

For example, some criteria are Quality Score (soft skills) x3, Coding Score (keying) x 1, & Attendance x 2.

So a person's score comes out to (Quality rank*3)+(Coding rank)+(Attendance rank*2)

Of these scores, those who qualified for all 3 criteria are then ranked. I use a formula that divides the money up by even steps from a base minimum, and then + X for each rank higher.

Here's a simplified version I just threw together:

I ranked 6 people and their scores. 4 people qualified, and their names and data autopopulate at the bottom with the appropriate payout.
