I tried a few formulas without success. Any help would be greatly appreciated.

I dont quite understand anything from the attached workbook. What I understand from your example is you are trying to Paste Values without Formulas.

Copy Range P1:P20, Right Click on R1 >> Paste Special >> Values.

And as mentioned, If you need a Whole Number, in R1, Type =INT(P1) and copy down till P20. Then Copy R1:R20, Right Click on R1 >> Paste Special >> Values.
